Guidelines for Contributions


Please submit abstracts of no more than 1,500 words to Besides paper presentations, we encourage presentations such as videos, photographs, or interactive workshops (please indicate in your abstract if you would like to make such a contribution). The deadline for submissions is 15 March 2018. The conference language is English. Contributions should be original and thought provoking, papers should exhibit clear arguments and a clear methodology, and all contributions should be geared towards advancing research on the ethical implications of digitalisation in or ICT export to the Global South. We welcome theoretical, empirical as well as practical analyses, contributions to policy development, practical experience reports on innovative digitalisation projects as well as concepts and models by practitioners, and similar works that will enrich the debate. Applicants will be notified regarding their submissions by 15 May 2018. After the conference, selected contributions shall be published in a journal or edited conference volume.


Contributions may address (but are not limited to) the following questions:

  • How and to what effect are ICT used in the Global South? Which current digitalisation projects may innovatively contribute to human development in the Global South? 
  • Who is excluded from ICT use? Which divides (e.g. gender, rural/urban, educational) persist? 
  • What are challenges to the successful implementation of digitalisation projects? What are ethical criteria for sustainable ICT implementation for development? 
  • What kind of development do ICT4D initiatives promote? 
  • What ethical questions arise from the export of ICT to the Global South in terms of responsibility, accountability, equality, justice, and power? 
  • Which theories of justice can help evaluate the practice of digitalisation in the Global South? What are local or African perspectives on global justice in the context of ICT implementation? 
  • Which values are inscribed in exported ICT e.g. in terms of privacy and access to information? What role do local content, languages and knowledge play? What kind of data is collected? What is the role of (tech) companies, governments, and NGOs in data protection/misuse? 
  • How do understandings of privacy and access to information differ between cultures? How are different cultural understandings (in-)compatible with values inscribed in ICT? 
  • Does the export of ICT by Western companies and development programmes to the Global South have "neo-colonial" effects?



  • Deadline for the submission of abstracts: 15 March 2018

  • Deadline for regristration: 31 August 2018


Funding and remote participation


Please note that the IZEW is not able to fund travel and accommodation expenses or the fees for participation in the conference. In rare circumstances, it is possible for successful applicants to give a presentation remotely via Skype. This option to open to successful applicants who will contribute to the conference but have no funding available to travel to Germany.
